President of Abkhazia Badra Gunba Holds Meeting on the Development of the Digital Economy and the Creation of Technoparks

Prime Minister Vladimir Delba, Minister of Economy Teymuraz Mikvabia, Chairman of the State Committee for Communications, Mass Media and Digital Development Roland Berulava, as well as representatives of relevant agencies and the IT sector, took part in the discussion.

During the meeting, participants presented the idea of creating technoparks in Abkhazia as a new infrastructure platform for the development of digital technologies, attracting residents, training specialists, and launching modern services for the economy and public administration.

It was noted that traditional sectors — tourism, agriculture, and services — continue to play a key role in the republic’s economy. At the same time, participants emphasized that their further development could receive new momentum through the introduction of modern digital solutions, including the use of artificial intelligence, business process automation, digital accounting systems, electronic document management, data analytics, and the creation of new services for citizens, businesses, and the state.

The meeting also addressed the creation of favorable conditions for attracting technopark residents and investors, as well as the need to establish a legislative and tax framework that would stimulate the development of IT companies in Abkhazia.

Prime Minister Vladimir Delba and Minister of Economy Teymuraz Mikvabia outlined approaches that could be used to create an attractive environment for investors and technology companies.

Representatives of the IT sector, for their part, noted that the development of technoparks requires not only tax incentives, but also modern infrastructure, a qualified workforce, cooperation with the state, and opportunities to launch practical digital products for the economy of Abkhazia.

Special attention was given to human resources development. Participants emphasized that the republic already has specialists working in telecommunications, banking technologies, internet infrastructure, and software development. Many young citizens of Abkhazia are studying at technical universities, while existing Abkhazian IT companies possess competencies that can contribute to the creation of a new technological environment.

The importance of specialized education was also highlighted. In particular, participants discussed the work of the IT school and the establishment, with the support of the President, of an IT college at Abkhazian State University. Such a college could become a foundation for training specialists in programming, data analysis, cybersecurity, artificial intelligence, digital energy systems, robotics, and other areas of the new economy.

It was emphasized that digitalization should not be viewed in opposition to traditional industries, but rather as a means of strengthening them by improving service quality, increasing business transparency, and creating new jobs for young people.

The President noted that the development of the state is impossible today without the introduction of modern technologies. According to the Head of State, their effective use will become a powerful driver of economic growth and qualitative improvements in all areas of government activity.

Badra Gunba emphasized that the successful implementation of these tasks requires the combined efforts of all those with knowledge and practical experience in this field.

Following the meeting, Badra Gunba instructed the relevant agencies to further develop the initiatives presented.
