The legislative initiative is aimed at improving the legal regulation of the deputy's status and strengthening the constitutional foundations of the country's supreme legislative body's activities.

The draft law proposes to establish that newly elected deputies of the People's Assembly – Parliament of the Republic of Abkhazia, before taking office, will take an oath of allegiance to the Constitution and the people of the Republic of Abkhazia in the state Abkhazian language. Until the oath is taken, the deputy will not be able to assume their duties. At the same time, the procedure for taking the oath and its text will be approved by the People's Assembly – Parliament of the Republic of Abkhazia.

The necessity of adopting these amendments is due to the fact that the current legislation provides for the taking of an oath by the President of the Republic of Abkhazia, judges, the Prosecutor General, and other officials; however, a similar procedure for members of parliament has been absent to date. The bill is intended to eliminate this legal gap and ensure a unified approach to the assumption of office by representatives of all branches of government.

The proposed changes emphasize the special responsibility of elected officials to the state and citizens of the Republic of Abkhazia, and also consolidate the symbolic and legal significance of the commencement of the deputy mandate.

In accordance with the bill, the law will come into force on January 1, 2027. By this deadline, the People's Assembly – Parliament of the Republic of Abkhazia must approve the procedure for taking the deputy's oath and its text.
